QUESTION: Mark, on Libya and the diplomatic - the diplomatic side of it. One, I understand that the agreement with the Turks was signed late yesterday for the protecting power. And two, can you bring us up to date on what's going on at NATO, and why it is that the French seem to want to create some new board to oversee the coalition's activities?

MR. TONER: In answer to your first question, Matt, that is indeed true that Turkey has agreed to be our protecting power in Libya, and we're indeed very grateful for Turkey for accepting that role. We're also - I didn't get a chance to say it on the record yesterday, but we're also extremely grateful for Turkey's efforts to get four missing New York Timesjournalists safely out of the country.

The President spoke yesterday evening with Prime Minister Recep Tayyip Erdogan of Turkey to continue the two leaders' consultations on the situation in Libya. The President expressed appreciation for Turkey's ongoing humanitarian efforts in Libya, including its assistance in facilitating the release and safe passage to Tunisia of four New York Times journalists who had been detained in Libyan custody. The President and the Prime Minister reaffirmed their support for the full implementation of United Nations Security Council Resolutions 1970 and 1973, in order to protect the Libyan people. The leaders agreed that this will require a broad-based international effort, including Arab states, to implement and enforce the UN resolutions, based on national contributions and enabled by NATO's unique multinational command and control capabilities to ensure maximum effectiveness. They underscored their shared commitment to the goal of helping provide the Libyan people an opportunity to transform their country, by installing a democratic system that respects the people's will.

QUESTION: Is part of the end game to install a democratic system? And I ask because both the White House and the State Department sent out a readout of President Obama's phone call with the prime minister of Turkey and it said, "The prime minister and President underscored their shared commitment to the goal of helping provide the Libyan people an opportunity to transform their country by installing a democratic system that respects the people's will." So are we prompting up a democracy? Is that the end game?

MR. TONER: I think what we're - look, I'm certainly not going to - (laughter) - refute the readout of the President's call. It's absolutely our policy. What we really want to see here is a delegitimized leader who has turned weapons against his own people step aside. He will be held accountable, he and his regime. We've been clear on that. But ultimately, to see some kind of democratic transformation emerge. But that obviously -that is in keeping or with the will of the - and the wishes and the desires and the aspirations of the Libyan people.

Ο εκπρόσωπος του Στέητ Ντηπάρτμεντ, Μαρκ Τόνερ, επιβεβαίωσε ότι η Τουρκία αποδέχθηκε να αναλάβει την εκπροσώπηση των Αμερικανικών διπλωματικών συμφερόντων στην Λιβύη και εξέφρασε την ευγνωμοσύνη των Ηνωμένων Πολιτειών για την ανάληψη του ρόλου αυτού από μέρους της Άγκυρας.

Επίσης ο εκπρόσωπος του Αμερικανικού Υπουργείου Εξωτερικών πρόσθεσε ότι η Ουάσιγκτον είναι επίσης ευγνώμων στην Τουρκία και για τις προσπάθειες που κατέβαλε για την ασφαλή αποχώρηση από τη Λιβύη τεσσάρων δημοσιογράφων της εφημερίδας New York Times που αγνοούντο εκεί.

Στην συνέχεια ο δημοσιογράφος που υπέβαλε την σχετική ερώτηση ανέγνωσε απόσπασμα από ανακοίνωση που εξέδωσε ο Λευκός Οίκος μετά από τηλεφωνική επαφή του Προέδρου Ομπάμα με τον Πρωθυπουργό της Τουρκίας, στην οποία αναφέρεται μεταξύ άλλων: «Ο (Τούρκος) Πρωθυπουργός και ο (Αμερικανός) Πρόεδρος υπογράμμισαν την κοινή προσήλωσή τους στον στόχο της παροχής προς τον λαό της Λιβύης μιας ευκαιρίας για μεταρρύθμιση της χώρας του και την εγκαθίδρυση ενός δημοκρατικού συστήματος διακυβέρνησης που να σέβεται τις επιθυμίες των πολιτών της». Σημαίνει αυτό πως επιδιώκουμε να δημιουργήσουμε δημοκρατία στην Λιβύη, ρώτησε ο δημοσιογράφος.

Απαντώντας ο εκπρόσωπος του Στέητ Ντηπάρτμεντ είπε μεταξύ άλλων: «Εκείνο το οποίο θα ήθελαν να δουν οι Ηνωμένες Πολιτείες είναι να εγκαταλείψει την εξουσία ένας αναξιόπιστος ηγέτης ο οποίος έχει στρέψει τα όπλα εναντίον του ίδιου του λαού του. Τόσο αυτός όσο και το καθεστώς του θα είναι υπόλογοι για τις πράξεις τους. Νομίζω ότι είμαστε σαφείς επί τούτου. Βέβαια, σε μακροπρόθεσμη προοπτική αυτό που θα θέλαμε να δούμε είναι μια προσπάθεια προς δημοκρατική αλλαγή. Αλλά αυτή η αλλαγή θα πρέπει φυσικά να εξελιχθεί σύμφωνα με την θέληση, τις επιθυμίες, τις ελπίδες και τις προσδοκίες του λαού της Λιβύης».
